Thursday, February 20th, 2020

  • The Florida CFO Jimmy Patronis announces the arrest of Four Suspects behind a Two Hundred & Thirty Thousand Dollar ($230,000) Insurance Fraud Scheme in Tampa. 

This story is about four brothers, Aymen, Faiz, Mohammed and Ayiha Salti.  For comedic reasons, we’re going to refer to these geniuses as the Salti Crime Family. 

In a nutshell, DFS Investigators discovered that the Salti Crime Family started staging minor traffic accidents at gas stations in June of 2016 and continued until April of 2019.  

The cars they were claiming to be damaged were in fact… Not damaged at all.  In the nearly three years, the “Salti Crime Family” ran their scheme, they pocketed approximately $230,000 from the fraudulent invoices they submitted to their insurance companies for repairs. 

Well, the joke is on these salty dudes now because, since they never fixed any of the cars, the DFS is gonna fix them!  These 4-Banditos were all arrested and booked on Racketeering and Conspiracy to Commit Racketeering charges.

| Tampa Clinic Owner involved in Staging Auto Accidents.

When someone says Ybor, I think PARTY!  For Angela Ippolito Duncan, Owner of the Ybor Medical Center, the party is OVER.  On July 5th of 2022 the Chief Financial Officer Jimmy Patronis crashed her party and announced her arrest. 

Apparently, Angela didn’t hear about the Salti Crime Family…

  • The Salti’s planned and participated in staging car accidents to get the auto repair money. 

  • Angela was after FAKE Injury Claims.

Her Medical Center is a body shop for people.
*$970,000 in FRADULENT INJURY CLAIMS

Of course, Angela is INNOCENT until proven guilty however, the CFO would not announce an arrest if he didn’t have sufficient evidence.  Financial crimes like this are typically complicated.  To cover all facets of the investigation, it’s common for multiple entities to team up on a case.

              WHO was involved in this joint investigation?

HOW was Angela’s scheme discovered?

         Ms. Innocent until proven guilty unknowingly recruited an undercover insurance fraud detective. She coached the detective on what to do. She even provided passengers to fill the vehicles involved in these staged accidents.

NO WAY Angela was sending future felons to anywhere but her medical center.  She wanted to make sure everything was perfect.  Like any good safety manager on a movie set, Angela picked a perfect crash location near her medical center.

With her All-Star stunt crew in place…
It was time to crash some cars.

       Once the crash happens, it’s time to take care of the paperwork.  The Insurance Claim process can be a little intimidating for people committing fraud so, Angela coached her “Bad Actors” through the entire process.

       Step one was to coach them on what to say to the insurance company.  Step two was to have them pre-sign approximately 30 blank medical forms.  These forms were for PROOF, the medical center provided treatment – For injuries that never occurred.

$970,000 in Fraudulent Insurance Claims.

     Angela Ippolito Duncan was booked into Hillsborough County Jail on charges of Racketeering, Planning Participating & Organizing an Intentional Traffic Crash, and 45 counts of False and Fraudulent Insurance Claim.

Angela Duncan faces up to 30 years in prison. 

CFO Jimmy Patronis said, 

  • “Scam artists are working every day to drive up your insurance rates to line their own pockets. Thankfully my fraud detectives are staying one step ahead of these schemes and were able to successfully shut down this staged accident fraud ring.  

Schemes like this are not only costly, but they are also dangerous, putting innocent motorists at risk on Florida’s roadways.

I would like to thank my fraud detectives, the NICB, and the Hillsborough County State Attorney’s Office for their support in this case and working to bring this fraudster to justice.”
